Action proceed clockwise.

Each player has 2 actions per turn, with one action in their neighborhood and the other outside their neighbourhood

Each player's role card mentions special abilities and possible actions.

Build one element (If conditions for building chosen element is not currently met, then you cannot build the chosen element.)

Demolish one element.

Swap one built element with another built element (counts as 2 actions).

Stop your current action.

Reset the timer.

Draw from the flood deck and roll the dice; then FINISH your incomplete action.

- Green Infrastructure abosorbs water.

- The number of Green Infrastructure in a flood zone determines your protected numbers. when rolling after drawing from the Flood Deck

- Reclaims flooded land.

- Building an emergency service allows for reclaiming the flooded region.

- Stops water.

- Requires at least 2 Green Infrastructure in the neighborhood to build.

- A continuous wall can permanently prevent flooding inland.

- Each flood removes 1 wall unit in your zone before the wall is completed.

- Provides a population with shelter.

- Requires at least 2 housing units in the neighborhood to build.

- Generates revenue: collect 1 token per commercial unit.
